On 16 October 2026, Indonesia’s Coordinating Ministry for Economic Affairs announced the postponement of mandatory Halal certification for several product groups, just two days before the 18 October 2026 deadline that authorities had previously said would remain unchanged. According to sources summarizing the regulation, PP 40/2026 was signed and took effect on 14 October 2026. Indonesia’s Halal Product Assurance Agency (BPJPH) subsequently published the detailed product-specific timeline.

🔄 INFORMATION UPDATE
In its article published on 26 October, HalalHub.vn stated that the amendment to PP 42/2024 had not yet been published. It has now been published as PP 40/2026. The information in this article supersedes the corresponding earlier content.

Notably, the deadline for imported goods is linked to the completion of mutual recognition agreements between BPJPH and foreign certification bodies. In other words, Indonesia is allowing more time to build a recognized certification network, rather than relaxing the requirements.

According to a GAIN report by the United States Department of Agriculture’s Foreign Agricultural Service (USDA FAS), the postponement effectively maintains the status quo: imported meat and dairy products still require Halal certification as before. The report also says Indonesia will revoke the Halal pre-shipment inspection requirement under BPJPH Regulation No. 4/2026. HalalHub.vn has not located an official revocation instrument; businesses should confirm requirements with their importer before each shipment.

3. Three misconceptions to avoid

⚠️ DO NOT MISREAD PP 40/2026
‘Indonesia has dropped the Halal requirement’: FALSE. Law 33/2014 on Halal product assurance remains in place; PP 40/2026 only adjusts transition deadlines.
‘We need not act until 2028’: FALSE. Meat and dairy still require certification as before; importers and retailers may require certification before the legal deadline. Certification and registration commonly take months.
‘Any certificate will do’: FALSE. Imported goods need certification from a body that has signed an MRA with BPJPH, and the certificate must be registered in Indonesia before the goods circulate.

“The adjustment is not a reason to postpone Halal certification until the final deadline.” – BPJPH, in its message accompanying the PP 40/2026 timeline announcement (translated from Indonesian by HalalHub.vn).

4. How are Vietnamese businesses affected?

Cosmetics are among the products whose mandatory Halal certification deadline has been extended to 17 October 2028. This group includes many ingredients requiring origin traceability. Illustrative photo: Unsplash.

Processed food, beverages, seasonings, confectionery and processed agricultural products: approximately 24 additional months are available, but businesses should use this time to select a certification body with an MRA with BPJPH.

Meat, dairy and animal products: there is no compliance gap; existing Halal requirements continue to apply.

Cosmetics, health supplements and herbal medicines: the new deadline is 17 October 2028. These products contain many ingredients requiring traceability, including gelatin, collagen, glycerin, animal extracts and alcohol, so formulations should be reviewed early.

Pharmaceuticals and medical devices: longer timelines apply, in 2029 and 2034, but documentation is complex and should be included in medium-term product planning.

5. A 24-month action plan

PhaseActions
Q4 2026 – Q1 2027List products exported to Indonesia, identify each product’s category and deadline, and ask the importer about current requirements.
Q2 – Q3 2027Review ingredients and suppliers; identify a certification body with a BPJPH MRA using the official list; prepare the Halal assurance system.
Q4 2027 – Q2 2028Complete assessment and certification; work with the importer to register the certificate through SIHALAL; prepare labels and the Halal logo under Indonesian rules.
Before 18 October 2028Complete registration for the entire product range, test a shipment, and maintain surveillance and timely recertification.

Source: proposed by HalalHub.vn based on PP 40/2026 and BPJPH’s imported-product registration procedures. Actual timing depends on the certification body and importer.

6. Conclusion

PP 40/2026 provides a limited preparation window rather than a Halal compliance holiday. Businesses that use these 24 months to select the right certification body, standardize ingredients and complete registration will be better positioned to enter Indonesia when the new deadline arrives. Businesses waiting until 2028 to begin may face application bottlenecks as thousands of exporters from multiple countries submit documents near the deadline.
