(HalalHub.vn) – On 21 October 2026, the Ho Chi Minh City Sub-department of Standards, Metrology and Quality held a conference on implementing Decree 127/2026/ND-CP on quality management and development policies for Halal products and services. The key message was that businesses must maintain Halal controls throughout the chain, from ingredients to distribution, including after certification has been granted.

Controls across the entire chain, including after certification

According to Bao Tin Tuc (Vietnam News Agency), the conference emphasized that businesses entering Halal markets need controls covering ingredients, production, distribution and service delivery. Every change to ingredients, formulations or suppliers requires a renewed review of compliance with Halal requirements. These controls must therefore be maintained in daily production and business operations, including after certification has been granted.

📌 THREE POINTS EMPHASIZED AT THE CONFERENCE
Maintain requirements after certification: certification is not the final destination.
Verify suppliers: input ingredients determine a product’s Halal status.
Communicate the correct scope: make Halal claims only for products and services covered by certification.

Ho Chi Minh City’s advantages

Nguyen Ky, Deputy Director of the Ho Chi Minh City Department of Science and Technology, said the city has a favorable manufacturing and services base, alongside seaports and an international airport connecting it with ASEAN markets. These conditions enable local businesses to participate more deeply in Halal supply chains.

Decree 127/2026/ND-CP, effective from 1 June 2026, regulates quality requirements, labeling, traceability, testing, Halal certification, inspections and sanctions for violations. It also includes policies supporting Halal market development under Articles 21–23.

🇻🇳 IMPLICATIONS FOR BUSINESSES
Using ‘Halal’ on packaging or promotional materials is a commitment carrying legal responsibility. Under Decree 127/2026, Halal labeling, certification and declarations in Vietnam now have a framework for inspections and sanctions. Businesses should review their labels, promotional materials and current certification scope to ensure they are consistent.
