Indonesia’s mandatory Halal rule starts tomorrow: 5 things exporters must know on the last day

Today, 17 October 2026, is the last day of the transition period. From tomorrow, 18 October, Indonesia’s “Wajib Halal” (mandatory Halal) policy takes full effect for food, beverages, cosmetics, pharmaceuticals and many consumer goods, imports included. HalalHub.vn sums up the five points Vietnamese businesses need to know now.

1. No extension

BPJPH head Ahmad Haikal Hasan has repeatedly stated that the policy will not be postponed and takes effect on 18 October 2026. Its legal basis is Law No. 33/2014 and Government Regulation PP 42/2024. The Indonesian government is still finalising separate rules for micro and small businesses and for imported goods, including raw materials and consumer goods.

2. Broad scope, with phased exceptions

According to Hukumonline, the obligation covers food, beverages, cosmetics and pharmaceuticals; small and large businesses alike; and both exports and imports. Some groups have a longer timeline: for example, class C medical devices have until 17 October 2034.

3. Sanctions now have their own regulation

On 5 June 2026, BPJPH issued Regulation No. 2/2026 on administrative sanctions in Halal product assurance. Sanctions include written warnings, administrative fines, revocation of Halal certificates, withdrawal of products from circulation, suspension of operations and revocation of registration numbers. According to Hukumonline, administrative fines can reach IDR 2 billion; HalalHub.vn has not been able to verify the specific article in the original text, so businesses should check BPJPH Regulation No. 2/2026 for the applicable amounts.

📌 KEY POINTS

18 October 2026: Wajib Halal takes effect, with no extension.

Imports: need certification accepted by BPJPH, SIHALAL registration and an LPPH report for every shipment (under BPJPH Regulation No. 4/2026).

Sanctions: from warnings to product withdrawal, suspension of operations and fines.

4. No “sweeps”, but close supervision

BPJPH says it has no plan to carry out “sweeps” (sweeping) of businesses in the market. Enforcement will work through guidance and supervision. For imported goods, however, the real checkpoint is customs clearance: without an LPPH, a shipment cannot clear customs.

5. Beware of scams impersonating BPJPH

⚠️ WARNING

BPJPH urges businesses to beware of individuals and organisations impersonating BPJPH and asking for money to “arrange a deadline extension”. There is no extension. Businesses should keep evidence and report it to the authorities. Vietnamese businesses should only work through their importers, recognised certification bodies and official channels such as the Vietnam Trade Office in Indonesia.
