(HalalHub.vn) – The final week of October brought four notable developments: Indonesia confirmed the revocation of pre-shipment Halal inspection rules for imports, Malaysia launched the Global Halal School alongside Budget 2027 support, Da Nang sought solutions for Halal tourism, and Hong Kong prepared to award its first Q-Halal labels.

1. Indonesia: Pre-shipment inspection regulation revoked

According to a statement from the LPPOM inspection institute published on Salaam Gateway, Indonesia’s adjustment of Halal certification deadlines also revokes BPJPH Regulation No. 4/2026 on inspections of imported Halal products. The latest GAIN report from the United States Department of Agriculture’s Foreign Agricultural Service (USDA FAS) likewise states in its title that Indonesia has formally delayed Halal certification deadlines and revoked Halal pre-shipment inspection requirements.

The requirement for an inspection report (LPPH) for each shipment in the exporting country, which had applied since September 2026, is therefore no longer in force. The mandatory certification deadline for imported food under PP 40/2026 is 18 October 2028.

🔄 UPDATE
HalalHub.vn’s analysis on 28 October stated that an instrument revoking BPJPH Regulation No. 4/2026 had not been located. The revocation has now been confirmed by the two independent sources cited above. Businesses should still check each shipment’s documentation requirements with their importer.

2. Malaysia: Global Halal School and first-time certification grants

On 27 October, Minister Zulkifli Hasan launched the Global Halal School at the 2026 National Halal Executives Conference in Bangi. Malaysia’s Budget 2027 provides matching grants of up to RM5,000 for small and medium enterprises seeking first-time Halal certification and RM25,000 for Halal cosmetics and pharmaceutical businesses. HalalHub.vn published a detailed article on 29 October.

3. Da Nang: Seeking solutions for Halal tourism

An international workshop in Da Nang on 27 October identified a bottleneck: the city welcomed 7.6 million international visitor arrivals in 2025 but relatively few Muslim travelers because food, accommodation and specialized services were insufficient. The city encourages businesses to apply TCVN 14230:2024.

4. Hong Kong: Q-Halal Mark to be awarded for the first time on 25 November

The Hong Kong Q-Mark Council’s Q-Halal Mark will be included for the first time in the annual Q-Mark award ceremony on 25 November 2026. Only restaurants already Halal-certified by the Incorporated Trustees of the Islamic Community Fund of Hong Kong may apply. The Hong Kong Tourism Board covers 50% of Halal certification application fees, capped at HKD5,000, for certificates issued by 31 December 2026.

📌 WEEKLY TAKEAWAYS
Indonesia: Halal pre-shipment inspection no longer applies; mandatory certification for imported food begins on 18 October 2028.
Malaysia: the government directly supports certification costs for small businesses.
Tourism: Da Nang and Hong Kong are both expanding services for Muslim travelers, creating demand for Halal ingredients.
🇻🇳 WHAT THIS MEANS FOR BUSINESSES
Procedures for Indonesia are lighter in the short term, but the destination remains unchanged. Businesses should use the time saved to select the right certification body with a BPJPH recognition agreement and prepare registration before the 2028 deadline.
